Festival Congressional Debate (Novice)
Event Description:

Two sessions will be used in every festival. NSDA rules apply concerning 10 minutes per competitor.

Students are scored based on presiding and/or, speeches given, questions asked and/or activity during the round.

Chamber size: Optimal 12–17 students; maximum 18 per chamber (DSDL Congress event rules).

Legislation is provided to coaches at least one week prior to the festival, drawn from the DSDL legislation bank.

All DSDL Congress event rules governing recognition of speakers, motions, amendments, evidence, and laptop use apply.

Parliamentarian duties are given to the designated judge as selected by the tabulation staff; student presiding is encouraged and scored.

Congress rounds should be assigned two judges where one will serve as the parliamentarian. Parliamentarians may change between sessions. Ideally, one judge would be an adult judge.
