Event Specific Rules
The NSDA Unified Manual will be used in all instances except for below:
Congress
Congress will use preset precedence and preset agendas.
Sessions will be two hours and limited to no more than 12 delegates per chamber.
Direct questioning will be used for all questioning periods.
Each speaker must be given the chance to speak on each bill before a delegate moves the previous question. Delegates are not required to speak on each bill.
Speech
Declamation uses the NCFL bylaws but is open to all students regardless of grade level.
Extemporaneous Speaking: Competitors may use the front and back of a 4 x 6" or smaller notecard while speaking. The notecard must be prepared during the preparation period; notes may not be pre-written or re-used from round to round. (NSDA Pilot Rule)
