Policy Debate will use the NSDA/NFHS 2025-26 topic -- Resolved: The United States federal government should significantly increase its exploration and/or development of the Arctic.

Unlike other January tournaments, LD and PF will continue to use the November/December 2025 NSDA topics. We made this decision to make sure that students would not feel overburdened preparing a new topic without substantial time at school practicing between finals week and the holiday season. No novice topics will be used in any division.

Lincoln-Douglas -- Resolved: The United States ought to rewild substantial tracts of land.

Public Forum -- Resolved: The United States federal government should require technology companies to provide lawful access to encrypted communications.

WSD will only be offered in-person and we will use the November/December prepared motions provided by TFA.

R1 and R2 (switch sides): This House believes that hacktivism is a legitimate tool of resistance. Info slide: Hacktivism refers to the use of cyberattacks and hacking techniques to advance political, social, or ideological causes

R3 Impromptu

R4: This House would increase protection and preservation of public lands. Info slide: Public lands are held and administered by the federal, state, or local government. They are maintained for the use and enjoyment of the public.

Elim 1: This House would regulate artificial intelligence as a public utility.

Elim 2 Impromptu

Elim 3 (if needed): This House, as the EU, would ban member nations from importing Russian natural gas.

Additionally, we will be using Rule 2(l) on page 68 of the TFA Constitution and limiting floor debate per item of legislation to no more than one-third of a session's total floor time. We anticipate that will be 1 hour per piece of legislation.

Chambers are welcome to move the previous question or to table legislation as they see fit without a requirement for authorship or debate on a particular item. This should be done in accordance with parliamentary procedure.
